Sexual Predator set free to attack again!

Below is another press release from our Winnipeg Police Services, to let us know that they have released yet another piece of shit out jail, knowing that he will re-offend and attack our Wives and daughters. This is so disgusting. Why are we allowing this to happen, why is this animal being released after participating in sexual offender re hab, with clear results, that he has not changed his ways and has displayed dangerous behavior …..let him go?!  what the hell people , keep him locked up until he changes his mind and we are no longer at risk. makes sense to me! We have the right to be safe, it is in our Constitution  and our elected representatives are putting us in deliberate real danger. And they issue another warning… that vigilante justice will not be tolerated , guess what ! it’s my Constitutional right to be safe… and you idiots let this animal out to prey on us…I don’t fucken think so!

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Kevin Scott STEPPAN, 25 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences.

STEPPAN will be released from Headingley Correctional Centre on August 18, 2010. He is expected to take up residence in Winnipeg.

STEPPAN has previous convictions for Sexual Assault with a Weapon as well as many other criminal offences. Although STEPPAN participated in sex offender treatment programs while in prison, he is still considered high risk to re-offend.   Females are at risk of sexual violence.

This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. STEPPAN will not be tolerated.

Background information:

Kevin Scott STEPPAN is a 25 year-old male with a criminal record for sexual offences as well as numerous other criminal offences.

On August 8, 2005, STEPPAN approached a sex trade worker. He took her to a secluded area along the riverbank in Winnipeg where he punched and kicked her numerous times causing injuries and attempted to throw her into the river. Two days later, he approached another sex trade worker. He took her to a secluded area where he began touching her in a sexual manner. He produced a rope which he put around the victim’s neck. A struggle followed in which STEPPAN punched the victim, ripped off her shirt and bra and pulled down her pants. The victim was able to step out of her pants and escape. STEPPAN was arrested a few days later and was remanded in custody.

Between September 18, 2006 and October 31, 2006, while in custody at Headingley Correctional Institution awaiting court on the above described offences, STEPPAN made numerous harassing telephone calls of a sexual nature to a woman.

At his sentencing hearing on these offences, STEPPAN was declared a Long Term Offender. He will complete the prison portion of his sentence on August 18, 2010. Upon release, he will be subject to the conditions of a Long Term Supervision Order for 10 years.

While in custody, STEPPAN did participate in sex offender treatment programs. However, he is still considered a high risk to re-offend. Females are at risk of sexual violence.

Steppan is expected to take up residence in Winnipeg.

Missing – Help find these girls!!

MISSING PERSON– JASMINE PASCAL      R10-59289


The Winnipeg Police Service is requesting the public’s assistance in locating a missing 12 year old female, Jasmine Pascal. Pascal was last seen on July 11th, 2010 at 5:00 p.m.

Pascal is described as Metis, 5’0” tall, 110 pounds, with a thin build, fair complexion, medium-length wavy light brown hair (parting on the right side) and hazel eyes.   Pascal was last seen wearing a black hood and track pants.

Anyone with information regarding Pascal’s whereabouts is asked to contact the Winnipeg Police Missing Persons Unit at 986-6250.

MISSING PERSONS– KATRINA EDWARDS  R10-61027


The Winnipeg Police Service is requesting the public’s assistance in locating a missing 15 year old female, Katrina EDWARDS.  EDWARDS was last seen on Friday, July 16, 2010 at 10:30 p.m. and investigators are concerned for her well being.

EDWARDS is described as Aboriginal, 5’7”, 120 pounds, straight medium length black hair and brown eyes.

Anyone with information regarding EDWARDS’s whereabouts is asked to contact the Winnipeg Police Service the Missing Persons Unit at 986-6250.

Douglas Bishop The article does not provide one idea or plan to combat the extreme violence in Winnipeg.
The article provided more evidence of two political entities bickering while the public suffers, I doubt very highly that either Judy or Sam live in the core where I have spent 30 + years witnessing the downfall of our city.

I highly doubt that she lives in any area that even resembles the North End that I know, Last year alone i had one guy try to kick down my door, three murders a block from my house,and a house next to me that had up to 30 gang members at any given time, when i go to the city’s crime stat site my house is not visible through all the icons that represent crime in my hood!
SO. don’t make it out like she is in the hood bud! because she is not, yes she was apart of the selkirk biz, but that is a close as she gets.
Before everyone gets their nickers in a twist, I am not on here to squabble, I am here to ask REAL questions about REAL problems, that need REAL answers.

I have read all of her press releases and still cannot find a decisive plan, all her public statements are well written and have inspiring moments, but, I want a whole lot more than an inspiring speech…so once again..
I am here to ask REAL questions about REAL problems, that need REAL answers.
Enough of the defense team, I just want an answer, just like the rest of the core area residents, we want the violence to end.

Douglas Bishop Once again , I am here to ask REAL questions about REAL problems, that need REAL answers. Judy what will you do about our youth crime in Winnipeg?
My ideas? Well i would love to have a neighborhood i could let my kids play in without worrying about them getting shot or abducted, i would love a justice system that put criminals away instead of our current catch and release program, i would love to have kids that carry guns and shoot people put away for at least 20 years, I would love a mayor that not only states that they think crime is an issue, But act like it to!
I would love to have our voices not only heard but have an elected official that actually did their job and represent the voices of the community!
That would be a start! I am here to hold our elected officials accountable to their Jobs…Serve the Public!

Ed. Vorst Douglas,

It’s obvious that your view of politicians is based on the state of Winnipeg over the last five years or so, seeing as how you bring up crime and ’serving the public’ and such. I understand how it’s not easy to have faith under those circumstances. Keep a couple things in mind, however:

1) The crimes might happen within city limits, but that doesn’t mean that they are under local authority. The revolving door justice system (as it is often referred) is not within the jurisdiction of the city, but the province. So that has nothing to do with Judy, Sam or any other potential Wpg mayor. Also keep in mind that the reason our justice system is the way it is, is simply because the longer people stay in jail, the more hardened criminals they become. Their opportunity to rehabilitate is much more likely found in social programs on the outside, rather than within the prison walls. It may not be a perfect system, but it has its logic and merits.

2) Let’s be honest here, 95% of Winnipeg’s streets, parks & playgrounds are completely without incident. Both shootings and (especially) abductions are quite rare. I realise that your being in one of the more challenged neighbourhoods mean that might not give you much comfort, but it likely does mean that a new mayor will be doing more for your ‘hood than the status quo.

3) The real answers you seek are on the way. It’s not like Judy is running without a platform. It just doesn’t make much sense to lay anything out there more than three months before the election, because that’s the prescribed time limit placed on civic election campaigns in Winnipeg

As for Aleksandra’s personal and ill-informed professional jabs at Judy, this just reeks of ignorance. Many people voiced an initial concern about Judy running for mayor because Parliament would be losing such a significant member in her running. She not only served her local constituents well (especially considering the status of the national NDP) but was an excellent health critic for several years. Also, Parliament doesn’t sit all year long (especially when the PM prorogues randomly), only about 27 weeks or half the year. The rest of MP’s time is spent dealing with their local constituents’ issues.

I base my opinion of this city and it’s political representation, by over 30 years of living in the core area, not the last 5 years as i have personally seen the downfall of this city manifest its self over the last 20 years. Crime is a huge issue in this city and the officials elected by US, is also a issue that has developed over the last 50 years, where by our elected officials have lost sight of their purpose and duty, to serve us and protect our freedoms, Judy along with any elected official needs to speak for us, about crime about youth murderers about anything we ask her too, as she and the others work for us, not being able to effect matters that are considered the provinces job , THIS is a huge part of the problem, KIDS KILLING KIDS is everyone’s problem !! city , province and across Canada …So Judy and every other elected official should make it their business and carry the voice of the people that elected them! to make change.

Do you have to escort your wife 30 feet to the car, do you teach your kids how to survive a home invasion?

Complacency reeks of ignorance as well. to ALLOW our municipal, provincial and/or federally elected representatives to shirk or dodge any issue is to allow our Country to fall deeper into hell, the citizens of this city need to speak up.

Tyson Cormack I think that it is fair say that Judy is announcing her platform during the campaign. It is not complacency or ignorance. In politics, you need a strategy
to get your message across. If you need to hold off in supporting Judy until, you see and read what she has to say, that is fair. I believe, that her platform when announced will provide answers
to the issues that concern you.

What Judy stands for in her values is clear in all her years in public service.
Her record is impressive.

Douglas your passion is amazing. I wish that more people cared as much as you do. I would suggest working to get your friends and family engaged in this election. Not for Judy necessarily, but in the process.

Douglas Bishop Tyson, My family and friends are behind me! and see and read all that I do, as all this has been re-posted on my website. I fight for the citizens of Winnipeg and to hold our elected officials accountable, which is why i am here.
The campaign started with the creation of this page and the posts placed on it by over 2400 Winnipeg citizens, there needs to be more information given from you and the rest of the admins in Judy’s absence. Which to me is absolutely ridiculous!
It’s more than passion Tyson, the information, statements and questions I post are real just like my name on here, the fact that the core area is a war zone, is real and the rest of Winnipeg needs to know, before the blood spills on to their street!
I will settle for nothing less than the truth and i want the truth from Judy’s team, you are all here to support her, but still no one has shared WHY! If you are ready to vote her in, you better know why! and how she is going to do it, until then you will be dealing with people like me who want to know what is going to be done about the EXTREME violence in our city?
As for the citizens who have made comments that seem to regard the violence in our city as nothing much to worry about. They need to read more and turn off their TV.
I want answers! now! not, months from now or weeks, the time is now! our city is in peril now! our citizens are in real danger now!
Judy needs to speak now!
I believe the process as well as the way our Government operates needs to be changed, the processes the laws the rules ..everything, it does not work anymore!
Our government at all levels needs to be reminded that they work for US and they will be answering to US.

I never said that the violence in our city is nothing to worry about. Obviously it is one of the major issues in this, or any, campaign. But our entire city is not a cesspool and our issues are not so great that we need a team of superheroes to solve it immediately.

No-one is going to be able to stop the violence in this city immediately.

It’s going to take time and patience regardless of who the mayor is in November. I don’t believe Sam or the third candidate have announced their crime policy either.

Our city is not a cesspool! “your right” BUT we are in a serious situation, were our citizens are in REAL danger, last night kids stole a car and ran a guy down then they gut out and stabbed him , over and over and over. Same day another man beat to death on Corydon, we are in a very serious situation, were people are violently attacking Winnipeg citizens…Why?…because people believe that we cant stop it! WHY because statements like yours permit them too , we need to demand that the violence in this city stops immediately.
Super heros are fiction, someones son died yesterday is real, he won t get up, he can’t say good bye to his mom..he is dead! get it! people are be killed for REAL !

Douglas Bishop Sorry guys! i REALLY dont mean to blast at you all ..i am just so angry that our kids and families are being attacked and nothing is being done.
And it dosn’t seem like anyone cares.
Guys , i have given the shirt off my back to someone who needed it, i have bought and given food to kids that dont have any, I have stopped my car on main street to stop fights, i have taught my kids to help those in need and to defend those who cannot defend them selves, our family has cooperated and assisted police dozens of times.
And yet! our city sits back and watches as our friends and families are murdered and raped! Why is no one doing anything….?
I have prepared the bodies of kids that have been murdered ..i have seen the families destroyed by grief!…
I am so mad with our city especially Sam! for allowing this to happen , i am pissed with the media for only showing select issues. ( rapid transit BS )
My street alone has at least 3 crack dealers, one house loaded with gang kiddies and hookers at each end, yes the cops come and they scurry off , 15 minutes later they are back!
I see this everyday, and the rest of Winnipeg just drives by, except for the johns they drive by at least 3 or 4 times..

WANTED-OFFICER INVOLVED SHOOTING-FOUND and in CUSTODY!

OFFICER INVOLVED SHOOTING- UPDATE

On July 21, 2010 at approximately 6:15 p.m., Uniform members were dispatched to the area of the 500 block of Alexander Avenue regarding a gun related matter.

Attending members located a suspect vehicle and occupants at which time a traffic stop was initiated. A male suspect subsequently exited the vehicle while armed with a firearm and confronted officers. A firearm discharge took place and the suspect fled the area making good his escape.

The two remaining occupants were taken into custody without incident. A firearm was also located and seized by officers.

As a result of an investigation by members of the Major Crimes Unit, an arrest warrant has been obtained for the following male suspect:

Geoffrey Oliver REID, 23 years of Winnipeg
Charges:

-  Point Firearm

-  Knowledge of Unauthorized Possession of Firearm X2

-  Possession of Weapon for Dangerous Purpose

-  Carrying a concealed weapon

-  Possession of Firearm while Prohibited

-  Possession of Weapon Obtained by Crime

-  Fail to Comply with Condition Recognizance

-  Breach of Probation

-  Occupant of Motor Vehicle knowing there was Firearm

-  Breach of Firearms Regulation

REID should be considered to be potentially armed and dangerous. If the suspect is observed, contact the police, do not approach him.

Anyone who may have information regarding the whereabouts of REID is asked to contact Major Crime Unit investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).

Winnipeg Police News – internet luring arrest, then release!

As I read this I wonder why the f*ck they even bothered, our police officers did an amazing job only to have to release this bastard back into the public. This guy wants to have sex with kids, 13 years old is a kid!

So why the hell is this prick out and free, so he can go find another child to rape.

Jesus already, I am so sick of revolving door justice system ( i have a hard time calling it justice) the police obviously had enough evidence to arrest him for luring a 13 year old, yet he is out free, does this not disgust any one else?

INTERNET LURING ARREST C10-55947
On June 21, 2010, a member of the Winnipeg Police Service Internet Child Exploitation Unit (ICE) was on the internet working in an undercover capacity posing as a fictitious 13 year old female.

While in a chat room, a male suspect engaged in a conversation with the undercover officer. It was during this conversation the suspect made sexually explicate comments and sent inappropriate images to the undercover officer, believed to be a 13 year old female.

A police investigation was initiated and the suspect male was eventually identified.

On July 20, 2010 a search warrant was executed at a resident in the North End area of Winnipeg at which time a 30 year old male was arrested.

He is facing a charge of Internet Luring (Under the age of 14). He was released on a Promise to Appear.

OFFICER INVOLVED SHOOTING UPDATE C10-163684
On July 21, 2010 at approximately 6:15 p.m., Uniform members were dispatched to the area of the 500 block of Alexander Avenue regarding a gun related matter.

SEXUAL ASSAULT C10-163085
On July 21, 2010 Uniform members became involved in an investigation regarding a sexual assault which occurred in the area of Inkster Gardens.

The investigation has revealed that a 26 year old female victim was walking in the area at approximately 12:15 a.m., when she was approached from behind by an unknown male. The suspect male grabbed the victim by the hand and groped her to the lower body. The male also exposed himself at some point during the confrontation.

The victim eventually fled to a nearby business and notified police.

The suspect is described as: Male, Black, 22 years of age, 5’8” in height, 175 lbs., chubby face, clean shaven, medium to heavy accent and walked with a limp.

The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding the incident or identity of the suspect is asked to contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).

ASSAULT WITH A WEAPON C10-163892
On July 21, 2010 at approximately 11:20 p.m., officers were dispatched to the 800 block of Logan Avenue regarding a stabbing incident.

The investigation has since revealed that a taxi cab driver had previously been parked in the area of the 800 block of Main Street when two unknown males entered his cab. An argument ensued over payment resulting in the suspect male producing a weapon and slashing the victim to one of his extremities.

The victim was transported to hospital in stable condition.

The suspects are described as:

Suspect 1 – Male, Aboriginal in appearance, early 20’s, medium build, clean shaven and short black hair.

Suspect 2 – Male, Aboriginal in appearance, early 20’s, medium build, clean shaven and short black hair.

The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding the incident or identity of the suspect is asked to contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).

    * Increasing public relations training to officers. Especially with Aboriginal Issues.

    * Open discussion on a Police Regulatory Committee.

The article provided more evidence of two political entities bickering while the public suffers, I doubt very highly that either Judy or Sam live in the core where I have spent 30 + years witnessing the downfall of our city.

I highly doubt that she lives in any area that even resembles the North End that I know, Last year alone i had one guy try to kick down my door, three murders a block from my house,and a house next to me that had up to 30 gang members at any given time, when i go to the city’s crime stat site my house is not visible through all the icons that represent crime in my hood!
SO. don’t make it out like she is in the hood bud! because she is not, yes she was apart of the selkirk biz, but that is a close as she gets.
Before everyone gets their nickers in a twist, I am not on here to squabble, I am here to ask REAL questions about REAL problems, that need REAL answers.

Douglas Bishop It is a question, that if you are ready to vote for someone , you should probably know the answer too. As it is the most important issue in Winnipeg.
I have read all of her press releases and still cannot find a decisive plan, all her public statements are well written and have inspiring moments, but, I want a whole lot more than an inspiring speech…so once again..
I am here to ask REAL questions about REAL problems, that need REAL answers.

Douglas Bishop Once again , I am here to ask REAL questions about REAL problems, that need REAL answers. Judy what will you do about our youth crime in Winnipeg?
My ideas? Well i would love to have a neighborhood i could let my kids play in without worrying about them getting shot or abducted, i would love a justice system that put criminals away instead of our current catch and release program, i would love to have kids that carry guns and shoot people put away for at least 20 years, I would love a mayor that not only states that they think crime is an issue, But act like it to!
I would love to have our voices not only heard but have an elected official that actually did their job and represent the voices of the community!
That would be a start! I am here to hold our elected officials accountable to their Jobs…Serve the Public!

It’s obvious that your view of politicians is based on the state of Winnipeg over the last five years or so, seeing as how you bring up crime and ’serving the public’ and such. I understand how it’s not easy to have faith under those circumstances. Keep a couple things in mind, however:

1) The crimes might happen within city limits, but that doesn’t mean that they are under local authority. The revolving door justice system (as it is often referred) is not within the jurisdiction of the city, but the province. So that has nothing to do with Judy, Sam or any other potential Wpg mayor. Also keep in mind that the reason our justice system is the way it is, is simply because the longer people stay in jail, the more hardened criminals they become. Their opportunity to rehabilitate is much more likely found in social programs on the outside, rather than within the prison walls. It may not be a perfect system, but it has its logic and merits.

2) Let’s be honest here, 95% of Winnipeg’s streets, parks & playgrounds are completely without incident. Both shootings and (especially) abductions are quite rare. I realise that your being in one of the more challenged neighbourhoods mean that might not give you much comfort, but it likely does mean that a new mayor will be doing more for your ‘hood than the status quo.

3) The real answers you seek are on the way. It’s not like Judy is running without a platform. It just doesn’t make much sense to lay anything out there more than three months before the election, because that’s the prescribed time limit placed on civic election campaigns in Winnipeg

As for Aleksandra’s personal and ill-informed professional jabs at Judy, this just reeks of ignorance. Many people voiced an initial concern about Judy running for mayor because Parliament would be losing such a significant member in her running. She not only served her local constituents well (especially considering the status of the national NDP) but was an excellent health critic for several years. Also, Parliament doesn’t sit all year long (especially when the PM prorogues randomly), only about 27 weeks or half the year. The rest of MP’s time is spent dealing with their local constituents’ issues.

I base my opinion of this city and it’s political representation, by over 30 years of living in the core area, not the last 5 years as i have personally seen the downfall of this city manifest its self over the last 20 years. Crime is a huge issue in this city and the officials elected by US, is also a issue that has developed over the last 50 years, where by our elected officials have lost sight of their purpose and duty, to serve us and protect our freedoms, Judy along with any elected official needs to speak for us, about crime about youth murderers about anything we ask her too, as she and the others work for us, not being able to effect matters that are considered the provinces job , THIS is a huge part of the problem, KIDS KILLING KIDS is everyone’s problem !! city , province and across Canada …So Judy and every other elected official should make it their business and carry the voice of the people that elected them! to make change.

Do you have to escort your wife 30 feet to the car, do you teach your kids how to survive a home invasion?

Complacency reeks of ignorance as well. to ALLOW our municipal, provincial and/or federally elected representatives to shirk or dodge any issue is to allow our Country to fall deeper into hell, the citizens of this city need to speak up.

yes if it is a decision between Judy or Sam, Judy is the lesser of two evils, but having only them to choose from is not really a choice…is it?

Winnipeg Police News Anti Prostitution project.

PROJECT RETURN
The Winnipeg Police Service in partnership with the Child Protection Branch and the Salvation Army initiated a joint project focusing on prostitution issues in the West End area of Winnipeg.

On July 20, 2010 between the hours of 6:00 p.m. and 3:00 a.m., members of the Winnipeg Police Service which included the Vice Unit, Tactical Support Team, Street Crimes Unit, Missing Persons Unit, Division 11 Community Support Unit and our partners, proactively addressed the ongoing concerns in this area surrounding the sex trade.

This concept was facilitated somewhat differently than traditional enforcement involving “johns” and or sex trade workers. Our goal was to strike a balance between enforcement, education and diversion.

Four arrests for prostitution were made involving adult females. Several youth acting as sex trade workers were also identified. Two youth were apprehended as children in need of protection, including other referrals.

Our commitment to issues surrounding the sex trade and youth will continue.

HOMICIDE INVESTIGATION – UPDATE C10-80378
On April 18, 2010, the Winnipeg Police Service released information regarding the murder of Ricky Martin LATHLIN, 34 years.

The investigation has since revealed that five male suspects allegedly became involved in a residential robbery that resulted in the murder of Ricky LATHLIN.

Due to the efforts of members of the Homicide Unit, the following charges have been authorized:

Roland Edward KLYNE, 26 years – 2nd Degree Murder, Conspiracy to commit an Indictable Offence (Robbery)

Jonathon Etienne BOYER, 25 years – 2nd Degree Murder, Conspiracy to commit an Indictable Offence (Robbery)

James Michael HENRY, 38 years – Manslaughter, Conspiracy to commit an Indictable Offence (Robbery)

On July 20, 2010, previously wanted person Terry Junior DAVIS, 31 years turned himself into to police. He has been charged with: Manslaughter and Conspiracy to commit an Indictable Offence (Robbery)

Bradley CAMPBELL, 31 years remains at large.

The investigation is continuing.

WANTED for murder

HOMICIDE INVESTIGATION- WARRANTS TO ARREST                  C10-80378

On Sunday, April 18th, 2010, the Winnipeg Police Service had previously released information regarding a homicide that had occurred in the first 100 block of Gilbert Avenue.

As a result of an investigation by members of the Homicide Unit into the murder of Ricky Martin LATHLIN, 34 years, arrest warrants have been obtained for the following two suspects:

Bradley CAMPBELL, 31 years of no fixed address

Charged: 2nd Degree Murder, Conspiracy to Commit Robbery

Terry Junior DAVIS, 31 years of no fixed address

Charged: Manslaughter, Conspiracy to Commit Robbery

Both suspects should be considered to be potentially armed and dangerous. If either suspect is observed, contact the police, do not approach them.

Anyone with information regarding the whereabouts of either CAMPBELL or DAVIS is asked to contact Homicide Investigators at 986-6508 or CrimeStoppers at 786-TIPS (8477).

MISSING PERSON- TIANNE BELL

MISSING PERSON- TIANNE BELL             R10-59203

The Winnipeg Police Service is requesting the public’s assistance in locating a 14 year old missing female, Tianne BELL.

BELL was last seen on July 10th, 2010 at 9:25 a.m.

The Winnipeg Police Service considers BELL to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.

BELL is Aboriginal, 5’6”, 140 pounds, with medium length brown hair and brown eyes.   BELL was last seen wearing a blue cotton tank top, grey skinny jeans and grey plaid cotton shoes.

BELL is known to frequent the Downtown and North End areas of Winnipeg.

Anyone with information regarding BELL’s whereabouts is asked to contact investigators with the Missing Persons Unit at 986-6250.
